The Challenge
A heavy civil contractor in Milwaukee needed a Doosan DX530LC-7 production excavator relocated from a completed pipeline project near Dallas, Texas to a new highway interchange project in the Milwaukee metro area. At 117,000 pounds, the machine exceeded superload thresholds in every transit state — triggering a more complex permitting process than standard oversize moves.
The job added two complicating factors. First, the contractor needed the excavator on-site within six days to hit the opening day of its work window on a state highway project — penalties for a late start were contractual. Second, the route passes through the Chicago metropolitan area, one of the more heavily regulated urban corridors for oversize freight in the Midwest, requiring law enforcement escort and restricted travel hours.

Permit Strategy: Superload in All 5 States
The route crossed Texas, Oklahoma, Missouri, Illinois, and Wisconsin. Each state has its own superload threshold and permitting process:
- Texas (TxDOT): Superload permits are required when gross vehicle weight exceeds 254,300 lbs. The DX530LC-7 on an 8-axle RGN with a Class 8 tractor came in well under that threshold but required standard overweight permits for the machine weight. TxDOT requires engineer-stamped load distribution analysis for equipment over 80,000 lbs.
- Oklahoma (ODOT): Oklahoma superload threshold is 110,000 lbs gross vehicle weight. Our configuration, with the loaded trailer and tractor, required a superload permit and a 24-hour advance notice to ODOT before movement.
- Missouri (MoDOT): Missouri defines superloads as loads exceeding the legal axle weight limits or 120,000 lbs gross. Our permit package included an engineering study for bridge clearance on I-44 and US-60.
- Illinois (IDOT): Illinois superload permits require a 10-business-day processing window for loads over 125,000 lbs gross. We submitted the Illinois application first, working backward from the delivery deadline. IDOT also mandated a law enforcement escort through the Chicago metro area (I-55 to I-90/94).
- Wisconsin (WisDOT): Wisconsin superload permits require a route survey and pilot car equipped with a height pole. Law enforcement escort was required entering the Milwaukee metro on I-894. WisDOT permits include specific travel hour windows — no movement during peak commute hours in urban areas.
Route Planning and Bridge Analysis
The primary route: Dallas, TX → Oklahoma City, OK → Joplin, MO → St. Louis, MO → Chicago, IL → Milwaukee, WI. We plotted 38 bridge crossings along I-44 and I-55 requiring individual weight analyses. Three bridges near Joplin and two in the St. Louis metro required reduced travel speeds and separation from other overweight loads.
One bridge on MO Route 66 near Carthage, Missouri was flagged by our route survey as having a posted weight limit that required a detour through a county road alternative. The Missouri State Highway Patrol was notified and the alternate crossing was coordinated in advance.
Trailer Configuration and Loading
We selected an 8-axle hydraulic RGN lowboy for this move. The 8-axle spread distributes the 117,000-pound machine weight across enough axles to meet state axle-weight limits in all five states. The excavator's boom was positioned rearward in transport configuration, keeping the center of gravity within the trailer's rated capacity.
Loading was accomplished using the excavator's own hydraulics to drive onto the lowered gooseneck. The machine was blocked and chained per FMCSA Part 393 requirements, with a minimum of six 3/8-inch Grade 70 transport chains plus two front-to-rear side chains. Our driver verified load securement at 50 miles and again at every fuel stop.
Escort Coordination
Two private pilot cars accompanied the move for the full 1,250 miles — one leading, one following. For the Chicago metro segment, the Illinois State Police provided a law enforcement escort from the I-55/I-294 interchange through to the I-90/94 interchange in Schaumburg — a 62-mile escorted stretch. In Wisconsin, Milwaukee County Sheriff provided the final escort from the state line through the project entrance gate.
Travel Window Management
Illinois and Wisconsin restrict superload movement to daylight hours only and prohibit travel during the morning and afternoon peak windows in urban areas. We staged the load at a truck stop near Joliet, Illinois overnight, timing the Chicago metro passage to begin at 9:00 AM after morning rush hour had cleared. The Doosan cleared the last Chicago interchange checkpoint by 1:15 PM, ahead of the afternoon restrictions.
