The Challenge
A mining company in the Powder River Basin of Wyoming needed to relocate a Caterpillar 794 AC mining haul truck chassis to an oil sands operation in the Permian Basin near Odessa, Texas. The 794 AC is one of the largest electric-drive off-highway haul trucks in production — its chassis alone, stripped of the dump body and with wheels and tires removed for transport, came in at 172,000 pounds. That weight put it firmly in superload territory in every state along the route.
The customer needed the chassis on site within a week — a tight window that meant permits across four states had to be obtained simultaneously and the transport had to move without delays. Wyoming, Colorado, New Mexico, and Texas each have distinct superload permit processes, engineering study requirements, and escort rules. Coordinating all four at once, while arranging a 20-axle hydraulic platform trailer and the escort vehicles required in each state, was the central logistical challenge of this move.
Equipment Background: The Cat 794 AC
The Caterpillar 794 AC is a 295-short-ton payload off-highway haul truck used in surface mining operations — coal, copper, iron ore, and oil sands extraction. Its gross vehicle weight in operating configuration exceeds 1.3 million pounds. For road transport, the truck is extensively disassembled: the dump body is removed and transported on a separate flatbed, the rear tandem dual tires (each roughly 13 feet in diameter) are pulled and shipped individually, and the front steering assembly may be removed depending on the route.
Even after disassembly, the chassis — the main structural frame carrying the engine, transmission, and front axle — weighed 172,000 pounds in this case. The stripped chassis measured approximately 24 feet wide (without the rear dual tires) and 48 feet long. Width of 24 feet put it in high-wide territory in all four states, requiring both front and rear pilot cars with height poles and certified escort vehicle operators.

Permit Strategy: Parallel Applications Across Four States
R&RM LLC — in business since 2011 — filed superload permit applications with all four state DOTs simultaneously rather than sequentially, allowing permit processing to run in parallel rather than in serial. Superload permits in most states require an engineering study package demonstrating that the proposed load distribution across the trailer's axle lines falls within the bridge load tolerance for every bridge on the permitted route. We submitted axle load calculations based on the 20-axle platform configuration before contacting each state DOT, which shortened the engineering review step in all four states.
- Wyoming DOT: Superload permit required for loads over 200,000 lbs GVW (combined with tractor). WYDOT required a route survey and bridge calculations for four crossings on US-85 through Gillette and I-25 south to the Colorado border. Processing time: 5 business days.
- Colorado DOT: Colorado requires a CDOT engineering review for loads above 200,000 lbs combined GVW. We used I-25 south through Pueblo to the New Mexico border. CDOT identified one bridge on the Walsenburg bypass requiring a temporary weight monitoring program during the crossing. Processing time: 6 business days.
- New Mexico DOT: NMDOT superload process requires law enforcement escort through Albuquerque if the load uses I-25 through the metro area. We routed south on I-25 through Santa Fe and Albuquerque with NMDOT-coordinated police escort for the metro segment. Processing time: 5 business days.
- Texas DOT (TxDOT): Texas uses an online superload permit portal and requires a route survey by a certified escort vehicle operator prior to permit issuance. The route entered Texas via I-10 west of El Paso and continued east on I-20 and TX-302 into Odessa. TxDOT processing: 4 business days.
Because all four applications ran simultaneously, the longest permit processing time — Colorado at 6 business days — set the overall permit lead time for the move. All four permits were in hand within 7 business days of application submission.
Trailer Selection: 20-Axle Hydraulic Platform
At 172,000 pounds, the chassis required a trailer configuration that could distribute weight across enough axles to satisfy both the per-axle limits specified in each state's superload permit and the bridge formula at every bridge crossing on the 1,500-mile route. A 20-axle hydraulic platform trailer was selected, providing approximately 8,600 pounds per axle — comfortably within the permit parameters in all four states and low enough to pass the bridge formula analysis for all crossings identified during permit review.
Hydraulic platform trailers use computer-controlled independent hydraulic suspension on each axle line, which keeps the deck level over uneven terrain and allows the load's center of gravity to be managed dynamically during loading and unloading. For a machine as large and heavy as the 794 AC chassis, this active load management capability is essential both for safe loading and for maintaining legal axle weights across changing road grades during transit.
Escort Configuration
The 24-foot width of the chassis required front and rear pilot cars in all four states, with certified escort vehicle operators and height poles in Wyoming, Colorado, and New Mexico. Texas required the same configuration plus a Texas-certified escort operator for the entire in-state segment. In New Mexico, a state police unit escorted the load through the Albuquerque metro area as required by NMDOT for superloads on I-25.

Loading at the Mine Site
The Cat 794 AC chassis was disassembled at the mine site in Gillette over two days prior to transport. The dump body was loaded onto a 48-foot flatbed for separate delivery. The rear axle's dual tires were removed and shipped in sets of four on a separate flatbed. The chassis was then loaded onto the hydraulic platform trailer using a mining site crane — the chassis has no self-propulsion once the rear tires are removed — and secured with heavy-gauge chain tie-downs rated to the load's full weight in each direction of potential movement.
Route Execution
The move departed Gillette on a Monday morning to avoid holiday and weekend restrictions (Wyoming prohibits superload movement on Sundays and federal holidays). The route south on US-85 to I-25 through Cheyenne was the most congested segment in Wyoming; we departed at 4:00 AM to clear the Cheyenne metro area before peak traffic. The Colorado segment through Pueblo and over the Raton Pass area required extra caution due to grade changes affecting axle weight distribution — the hydraulic platform's active suspension managed the load balance automatically through the grades.
New Mexico's law enforcement escort joined the convoy at the state border south of Raton and accompanied the load through Albuquerque to the Socorro exit where the police unit handed off. The remainder of the New Mexico segment and the full Texas leg proceeded with the two private pilot cars. The load entered Texas at El Paso and moved east on I-10 before transitioning to I-20 east to Odessa.
