Where a standard oversize permit might allow a load up to 120,000 pounds gross vehicle weight or 16 feet wide, a superload starts at the point where those standard permit limits end.
The most common superload triggers in the United States are:
- Gross vehicle weight: Typically exceeds 105,500 lbs to 120,000 lbs depending on the state
- Width: Exceeds 16 feet in most states (some states trigger superload at 14 or 15 feet)
- Height: Exceeds 15 or 16 feet in most states

- Axle weight: Exceeds statutory axle weight limits even when gross weight is within standard permit limits
A load does not have to exceed all of these thresholds — exceeding any single threshold in a given state triggers superload classification in that state. A machine that is 16 feet 2 inches wide but weighs only 90,000 pounds can still be a superload based on width alone.
Superload Thresholds: How States Differ
Because superload definitions are set at the state level, a move crossing multiple states encounters multiple sets of rules. What qualifies as a superload in Texas may not trigger superload classification in Kansas, and vice versa. How Superload Permits Differ from Standard Oversize Permits
Standard oversize permits — the kind issued for a wide or tall load that exceeds normal highway limits — are relatively routine documents that most states can issue in 24 to 72 hours. Superload permits are a different category in several important ways:
Engineering Studies
Most states require a licensed professional engineer to analyze how the load's weight distributes across the trailer's axles and evaluate whether each bridge on the planned route can safely support the combination. The engineer stamps a load distribution table showing the weight on each axle at maximum concentration, and the permit office uses that table to evaluate bridge compliance or to flag specific crossings that require a detour.
This engineering work is not optional and it is not fast. Depending on the number of bridges on the route, an engineering study can take two to five business days to complete. For a 1,500-mile cross-country move passing through 40 or more bridge crossings, the analysis is extensive.
Advance Notice Requirements
Standard oversize permits can often be purchased online and are valid the same day. Superload permits require advance notice periods ranging from 24 hours in some states to 10 business days in others. Illinois, Pennsylvania, and Minnesota are among the states with the longest required lead times. On a multi-state move, the state with the longest processing window sets the pace for the entire schedule — you cannot move until you have all permits in hand.
Route Survey Requirements
Many states require a pilot car to physically drive the route before the superload moves, checking clearances, documenting bridge conditions, identifying low overhead obstacles, and confirming that turn radii at intersections are wide enough for the trailer length. A route survey for a 1,000-mile move can take one to two days by itself. The pilot car survey team submits a report to the permit office as part of the application package.
Utility Line Coordination
Very tall loads — particularly certain industrial equipment and wind energy components that approach or exceed 16 feet in height — may require utility companies to temporarily raise power lines along sections of the route. The permit office identifies which utilities are affected, and the carrier or shipper arranges with each utility company to schedule the line raises. On a coast-to-coast transformer move, line raises can number in the dozens and must be scheduled in sequence as the load moves along the route. Escort Requirements for Superloads
All oversize loads above a certain width require at least one pilot car escort vehicle. Superloads — particularly those that are very wide, very tall, or very heavy — frequently require two pilot cars (front and rear) and may require law enforcement escorts for portions of the route. Here is what to expect:
Private Pilot Cars
Private pilot car operators drive escort vehicles equipped with amber lights, flags, and typically a height pole — a telescoping staff that simulates the height of the load to check clearances before the truck passes through. Most superloads moving through rural corridors travel with one leading pilot car and one following pilot car. The lead car warns oncoming traffic and checks clearances; the rear car prevents vehicles from passing and watches the load from behind.
Law Enforcement Escorts
Urban corridors are the primary trigger for law enforcement escort requirements. States like Illinois, California, New York, and New Jersey commonly require police escort when a superload moves through major metropolitan areas. Police escort costs and scheduling are arranged through the state police or local agency, and the costs — typically billed by the hour — are passed to the shipper. On a Chicago metro passage, expect 2 to 4 hours of billed escort time depending on traffic and route length.
Daylight-Only and Window Travel Restrictions
Most states restrict superload movement to daylight hours. Many also prohibit travel on Sundays, federal holidays, and major holiday weekends — Memorial Day, Labor Day, Thanksgiving, and the Fourth of July are the most common blackout periods. In urban areas with heavy commuter traffic, some states add morning and afternoon peak-hour restrictions: no movement from 6–9 AM and 3–7 PM on weekdays.
These restrictions can significantly affect delivery timelines. A move that covers 1,200 miles in two driving days under normal conditions may take four days on a superload permit due to travel window restrictions alone. Common Superload Equipment Types
Not all heavy equipment reaches superload class. A standard 90,000-pound excavator on an 8-axle RGN moves under a regular overweight permit in most states. Equipment that commonly reaches or exceeds superload thresholds includes:
- Large power transformers: Utility-scale transformers can exceed 300,000 to 500,000 pounds and require hydraulic platform trailers, dozens of utility line raises, and multi-week permit packages.
- Mining haul trucks: The Caterpillar 793, Komatsu HD1500, and Liebherr T 284 class machines weigh 130,000 to 300,000+ pounds when disassembled for transport — frequently qualifying as superloads.
- Large mining excavators: Production-class excavators in the 400- to 800-tonne operating class are transported in multiple loads, each of which may reach superload status. Counterweights, upper structures, and undercarriages are often moved separately.
- Pressure vessels and industrial tanks: Refinery columns, reactor vessels, and large storage tanks can be 12 to 20+ feet in diameter, triggering width-based superload classification even when their weight is within standard permit limits.
- Large crawler cranes: The Liebherr LR 11000, Manitowoc 21000, and similar crawler cranes weigh 800,000 to several million pounds fully assembled and require complex disassembly and superload permitting for each major component load.
- Wind turbine components: Tower sections, nacelles, and in some configurations the blades — depending on the turbine class — can qualify as superloads by length, width, or weight. Blades over 250 feet require specialized trailers and extensive route surveys.
How to Plan a Superload Move
Superload moves reward planning. Trying to compress the timeline by skipping steps or assuming permits will process faster than their published windows is the most common cause of expensive delays. Here is the planning sequence R&RM LLC follows on every superload project:
Step 1: Define the Load Dimensions and Weight
Before anything else can happen, we need the gross vehicle weight including the tractor and trailer, plus the equipment dimensions in transport configuration: height, width, and length. For modular equipment that disassembles, we need the specifications for each individual load. Accurate numbers here prevent surprises later — a load that turns out to be 6 inches wider than estimated may change escort requirements in three states.
Step 2: Select the Trailer Configuration
Trailer selection is driven by the weight distribution math. An 8-axle RGN distributes weight differently than a 10-axle hydraulic tail, and the axle-weight distribution determines whether the move can be permitted at all in each state. Step 3: Commission the Engineering Study
The engineering study is the foundation of the permit package. It documents the axle configuration, spacing, and weights, and evaluates bridge capacity along the planned route. Allow three to five business days for the engineering study — do not wait until permits are needed to commission it.
Step 4: File All Permits Simultaneously
Once the engineering study is complete, we file permits in all transit states at the same time. The state with the longest processing window — often 7 to 10 business days — sets the minimum lead time. Filing sequentially wastes days. Step 5: Arrange the Pilot Car and Escort Fleet
Private pilot cars and any required police escorts are arranged concurrently with permitting. Pilot car availability varies by region — in high-demand corridors during busy seasons, experienced pilot car operators book out quickly. Step 6: Confirm Utility Clearances
For very tall loads, we coordinate with utility companies along the route to schedule any required line raises. Utility scheduling is outside the carrier's control — utilities have their own crews and schedules — so we contact them as early as possible and build their response times into the project timeline.
Step 7: Schedule Around Travel Windows
With permits in hand and escorts confirmed, we plot the daily movement plan around each state's daylight-only and peak-hour restrictions. A 1,200-mile move planned for three transit days may need to account for a Sunday blackout in Missouri and a peak-hour restriction in Chicago — meaning the actual transit schedule covers four or five days.
